Most police reports on the use of force attempt to identify the frequency and degree of severity of force used by the police or members of the public. [...] To answer the question of whether the collection of use of force data should focus mainly on individual use of force incidents, or whether data should be used to provide insights into general patterns of the use of force in encounters between police and members of the public, police experts were asked to indicate which of the following two statements most closely matched their views: I) such data [...] The LOS and LOV were referenced to the author(s) of the study or the name of the report as an indication of “source.” The LOS refers to general statements, hypotheses, or research questions regarding police use of force taken from the review of the literature, including reports from inquests or judicial inquiries.
