The modest numbers of workshops and community safety plans are plausibly the result of the nature of the program design, which acknowledges the long-term nature of the challenge especially in high-risk communities, and recognizes that progress is very likely to be slow and incremental. [...] Because of the community-driven nature of the Program there appears to be considerable variation in the issues addressed in community workshops and in the community safety plans developed to date. [...] There is near-unanimity among internal and external observers and in the literature that the community-led approach adopted by the Program is the required path to eventual health and safety in Aboriginal communities, and that pursuing that path to good effect will require patience and continuous effort and support to communities over the long-term. [...] Recommendations The Internal Audit and Evaluation Directorate recommends that the Assistant Deputy Minister, Community Safety and Countering Crime Branch of Public Safety Canada, implement the following: 1.
