In the quarter-century with which the second volume is concerned, from the beginniog of the first world war to the outbreak of the second, the position of Canada in the Empire and in international relations went through important changes. [...] The emergency was recognized not only in this way but also in the readiness of the provinces to call a truce in the perennial dispute over the respective jurisdiction of federal and provincial authorities, and to allow to the central government extraordinary powers. [...] In the first half of 1916 the third and fourth divisions were added, and in August the whole corps was moved· to its second field of operations in the long and hard battle of the Somme. [...] In the province of Quebec, as elsewhere in Canada, there was no single view on the subject, but the majority there shared with the majority of other Canadians the belief that the country sbould take its part in the war. [...] The imperial war cabinet consisted of five members of the British war cabinet, the prime ministers of the dominions, a representative of India, and the colonial secretary.
